Below you will find information on questions that we seem to get on a regular basis.  Go through this list of frequently asked questions and see if yours is addressed.  If it isn't or if you want additional information, please call us on 410-444-1400 or send us an email.

Q:  What does MCIL do?

MCIL is an organization of, by and for people with disabilities.  Our core services are advocacy, information and referral, independent living skills training and peer counseling. In addition, we have the Benefits Resource Center, Ticket To Ride, and Home Ownership programs.  Through our services and advocacy, we help a person learn how to help themselves live independently in the community. 

Q:  How do I get to MCIL?

MCIL is located in Northeast Baltimore City, in Lauraville.  We are at the intersection of Harford Road and Montebello Terrace between Cold Spring Lane and Argonne Drive.

By bus - use the #19.  Major cross town lines are the 44 and 33.

By car - from the beltway (695) take exit 31 Harford Road South (Parkville).  From south of the City, come up I-95, through the Ft. McHenry Tunnel and take the Moravia Road exit. Turn left on Harford road.

Q:  How do I find Housing?

First, MCIL does not own, operate or manage residential property; however, we can provide information to help you with housing.  See "How do I find subsidized accessible housing in Baltimore?" "How do I get a Section 8 voucher?" and "I want to buy a home. How do I do that?" below.

Q:  How do I find subsidized accessible housing in Baltimore?

MCIL has lists of accessible and subsidized housing that you can pick up at MCIL; however, we can not guarantee any vacancies.  Other resources you can use include the National Accessible Apartment Clearinghouse website and The Baltimore Sun's Apartment Search at 410-296-1986.

You can also contact property management companies such as Wallace H. Campbell (410-435-4600), Southern Management Company (410-539-5681),  and Otis Warren (410-448-4100), as they manage properties that include subsidized units.

Q:  How do I get a Section 8 voucher?

Go to your local City or County Housing Authority and apply.  When you get an interview you will need to bring your social security card, proof of address, birth certificate, and your award letter or proof of income, and a bank statement. 

In Baltimore City, contact the Housing Authority of Baltimore City (HABC) on 410-396-4420.

In Baltimore County, contact the Housing Office on 410-887-4000.In Howard County, contact the Housing Office on 410-313-6318.For all other Housing Authorities, consult the phone book.

Q.:  I want to buy a home.  How do I do that?

Contact MCIL and ask to speak with the Home Ownership Counselor.

Q:  Where do I get information on modifying a house?

You can contact MCIL and ask to speak with the Home Ownership Counselor.  Look on our Links page under Housing for additional resources.

Q:  Where can I get information on assistive technology?

Q:  How about funding for assistive technology?

Contact MD TAP and ask about the Assistive Technology Guaranteed Loan Program.

Q:  Where can I get funding for higher education?

Contact your local DORS (Division of Rehabilitation Services) Office.  The main number is 410-554-9385

Q:  Where can I obtain legal assistance regarding noncompliance of the Americans with Disabilities Act?

Contact the Maryland Disability Law Center on 410-727-6352.

Q:  What are the transportation options for persons with disabilities in Baltimore?

Contact MTA on 410-727-3535  to get an application for paratransit services.  If you want to learn how to independently use Baltimore's public transportation system, call MCIL's Ticket To Ride Program on 410-444-1400.

Q: I need assistance with getting my Supplemental Security Security Income benefits (SSI). Where can I get help?

Contact the Social Security Administration on 1-800-772-1213.  If you have problems or need help, contact MCIL's Benefits Resource Center at 410-444-1400.

Q:  I need personal assistance services.  Where do I go?

There are several programs in Maryland, all of which have certain criteria.  You can call IHAS (In-Home Aide Services) and the Attendant Care Program (410-767-7109), both of which are operated by the MD Department of Human Resources (DHR) and also the Medicaid Personal Care Program (MPCP), which is administrated by the MD Department of Health and Mental Hygiene (DHMH). 

The MPCP is administrated by the Health Department in each local area.  In Baltimore City, the MPCP can be reached on 410-396-4494.

IHAS is administered through each local area's Department of Social Services (DSS).  In Baltimore City, the number is 41-361-4600.
